ii 1'–8' [. . . ] . . ., he would not make a decision concerning them. They used to devour one another like dogs. The strong used to plunder the weak, who was not able to (intiate) a lawsuit at all. The rich used to take the property of the poor. Governor and prince would not take the part of the cripple and widow before the judge, and if they came before the judge, he would not preside over their case. The judge would take a bribe or present, (but) would not give ear (lit., cheek) to him (the payer, and) would not accept his words.
ii 9'–13' "The silver, which you lent on interest, you have multiplied five times. You have b[ro]ken up houses, you have seized land and fields. In f[ro]nt (of you) and behind (you) sit relatives, do[mes]tics, slaves, livestock, goods (and) property. When you have used up the interest-bearing silver, (these) will remain yours."
ii 14'–17' (When) a man had nothing and went before him, the judge made a decision, wrote a tablet and rolled his seal (on it, yet) he would put [dow]n the tablet and not give it to him. For that man to pursue the judge (in order to obtain the decision), he would run out of breath. He would fall into confusion because he had nowhere to go.
ii 18'–21' He would give a cry, he would utter a s[ho]ut, he would utter, "O Lord of lords!," [he] would say, "Bear the (burden of) interest-bearing silver (imposed) on the people!" (Yet,) [. . .] . . . (the judge) would not help them raise their heads, nor lift their faces, nor would he give ear to them.
ii 22'–27' (Now, the king) was not negligent in the matter of true and righteous judgment, he did not rest nig[ht] or day. With counsel and deliberation he persisted in writing down the judgments and decisions pleasing to the great lord, Marduk, for the betterment of all the people and the settlement of the land of Akkad. He drew up regulations for the betterment of the city. He built anew the court of law (and) drew up (its) regulation. His royal im<age> is (to endure) forever.

iii 1'–6' . . . [. . .] the innocent – he used to take him/it . . . [. . .] The man who came again to that court of law, (although) a tablet had been issued f[or him] (as) a binding regulation, (yet) he came a second time for judgment, of criminal and unjust motives – the king commanded(?) the troops, they cut off his head and sent it throughout the land.
iii 7'–12' In order to cut off the head of (such) a man (also in the future), he made an image that man's head and had (the following) inscribed on (the image of) that man's head: "A man whose case has been judged, the tablet of whose verdict has been written, and the seal has been rolled (on it), yet afterwards he comes again for judgment – in like manner his head will be cut off." For all the people to see it, he placed it forever in the outer gate of that court of law.
iii 13'–16' The evil and wicked men saw (this), took fright (and) went into hiding. He cut off the bribes and presents from among the people, he gladdened the heart of the land('s population), he settled the land in peace and allowed nobody to intimidate them.
iii 17'–20' He made the heart of Sîn, Šamaš and Ištar, who are Bēl, Bēltiya (and) Nabû, the ones dwelling in Esagil and Ezida, his lords, rejoice in his just reign, and he propitiated with regular offerings those (gods) who love his kingship.
iii 21'– 24' A man charged (another) man with murder, but did not prove it. They were brought before him, and he sent them upstream from Sippar to the bank of the Euphrates to the presence of Ea, king of the subterranean waters.
iii 25'–iv 1 The troops of the guard surrounded both of them and kept a fire burning. When the dawn shone, prince, governor and troops, gathering as the king had commanded, stood over them. Both went down (and) sub[merged] in the river.
iv 2–5 Ea, king of the subterranean waters, the beloved of his kingship, for the righteous [judgment]t to be seen, which from the days of old the e[yes have not s]een and the ears have not heard, brought up the innocent one, [who] had been submerged in the river, safe and sound t[o the river-bank].
iv 6–16 (As for) the one who cast malicious words on him – he sunk in the water; from dawn until midday nobody s[a]w him, (and) nothing [about him] was heard. The troops of the guard, who stood over the river from the evening to the morning, became worried and sought . . . "What can we say? How can we answer before the king?" The king heard (this), and his heart became angry with the troops of the guard. A messenger went to and fro, (asking:) "Have you not observed the man?" He crossed the river and lied down (in ambush) in the steppe, (yet) he could not provide answer to what nobody had seen from the days of old. Bridge-keepers and scouts went along the river, on one side and on the other, watching the banks.
iv 17–23 When midday arrived, his (the culprit's) corpse came up from the river. (I8) The head was bruised, and from the mouth, ears, and nostrils blood was flowing. The skull was hot like (it was) placed in the midst of a fire. His body was covered with sores. The peoples saw (this) and spoke with fear, all the lands were seized with terror. The evil enemy, the foe, went into hiding.
